While they are widely known, I think they are more infamous than iconic. I think to be iconic you have to be widely venerated, although not necessarily 'good' in any absolute understanding of the word.
There is a sense that iconic figures are widely regarded as being held to be worthy of deep respect, and that I wouldn't think applies to Hitler or Manson, although they will have their admirers. Certainly when they were alive there was to an extent the appearance of iconic status being bestowed on them by their followers, but I think that was more to do with the cult of the individual, than any endowing of them with iconic status.
