I think a true icon is someone who is recognized universally by people of all generations, all walks of life. I am not sure if this is still true now, but I think in the 80s you could go to a grade 3 class ask the students if they'd heard of Lennon and McCartney and they all had indeed heard of them.

There have been studies done to discern who are the most famous living people. When I've seen such lists they looked like the (some are now dead, of course)

Michael Jackson

The President Of China

Ronald Reagan

Bono

Charles Manson
