That sentence you picked wasn't really about hair, more about what Jagger's got (whatever it is!) that made him such an attraction to the media. I doubt if anyone else that the Stones might have had as a front man, could have had such an impact. I do agree though that the long hair was something that many of parent generation took exception to.
When I think about it, I'm not really sure 'image' is the word to describe what I've been talking about in relation to Jagger, and his sixties contribution to the band. I think it's more that because of the exposure to him, the public at large came to regard Jagger and the Stones as being synonymous i.e. when non fans are confronted with the words Rolling Stones, they very probably think Mick Jagger.
