It was a combination of things.
Many people have killed more. There were countless underworld figures who killed many more people than Manson and probably some serial killers who killed more too.
The gruesomeness of the crime? The world had seen that too. But with Manson you had a guy who:
had links to well known entertainment figures
more or less said he was God
supposedly loved the Beatles (although he disputed that)
was surround by beautiful women who seemed to adore him
had some altruistic message of love and environmentalism, fame though it was
All these factors, and more, made him such a big deal. Really, he was just a guy who was in the right place at the right time, and had no care for anyone, and was willing to do great harm just to get high on himself
