Yes indeed, it was his hate of blacks that was behind his telling his followers to kill the people who they did. He wanted to start a race war and felt in his sick mind that he could set it up to make the killings looks like a black group committed it and that this would help to start a race war amongst blacks and whites. He was a totally sick minded, racist pig, no question about it.
As far as the black guy that he supposedly killed, or any of the other people who he was suppose to kill and buried their bodies at the ranch where they lived, I'm pretty sure all of that was latter proved to never have happened, as the ranch was searched and no bodies were ever found. Charlie was evil, but mainly all talk and no action on his part, he got his moronic followers to do his dirty work and killings for him.
