Jazz is an improvised art form, and as such the listener isn't quite sure what they will hear next. Most pop oriented songs have repeated hooks, a standard rhythm (4/4 being the most common),and a sense of where a song is going, especially if it's one they enjoy from an earlier listening. Jazz broke all prior musical conventions, and the freedom, odd metres, and unpredictability, not to mention dissonance in some performances can be a bit over-the-top for some listeners. Blues is somewhat similar since solos are typically improvised, but having a steady rhythm makes that genre more palatable to many rock fans.
