Well $40 plus call out would be a result, so fingers crossed that's it.
The 'winter fuel' payment here is a universal payment, everybody over 60 gets it. It's a good thing to look after the elderly, but to be honest it's political self interest. The fact is, we have a rising elderly population, and it's the elderly who as a percentage of the population do most of the voting. I do believe in principle that benefits should be universal and not means tested. To be honest though, if they took my £200 away to give to groups who need it more, as a benefit e.g. young couples on minimum wage, who have children, then I wouldn't bump my gums too much.
