Its sort of true, though I think that most albums grow on you after a while, regardless of their quality. Even Dirty Work doesn't sound quite as awful as when I first heard it.
What's funny is that I didn't really like Sticky Fingers the first time I heard it. Off of Forty Licks (my first stones purchase,) I would skip Wild Horses and Brown Sugar. Then I didn't really like Moonlight Mile and thought Sway was overrated. I always loved Sister Morphine though.
I think the live thing is somewhat true though, especially with a band like the Stones. It shows you what survived because of good production values and studio mixing, and what was basically a really good, solid song. Let It Bleed has always been my favourite album, and every song on that album (except the untried Country Honk (untried except for one verse in 1975 when mick was taunting Ronnie)) has been played live and has sounded good, in the case of Monkey Man, and great, in the case of everything else.
That being said, Exile is an album that grows on you, but doesn't really work live. Maybe something like 6 of 18 songs have been played live regularily, and while Tumbling Dice and Sweet Virginia have sounded oustanding live, could you imagine Turd On the Run sounding good live? SO there's an album which is great, maybe in part because of the production, but fails the live test. Still a great album.
now I'm just rambling, but I'm killing time before heading out....Tattoo You was great largely because of the mixing, but damn if it doesn't sound great live...
