The key word there is "can", it doesn't mean we will, or ever did, and back in those days, there was almost no early voting at all (which was the problem, since it resulted in less people voting). Had there been more voting, since even back then there were more people who were left of center, Bush never would have been able to have his brother help him steal the election, since the vote count won't had been as close if more had voted.
