John and Alice were actually close friends from their drinking days together as the Hollywood Vampires. Your story is correct about that exchange, other than I believe it took place in Hollywood at that bar where they hung out in, back when John was having his "lost weekend", which lasted a full year plus.
"Elected" is one great hard rock song indeed, a great one to play around November, in the US, anyway.
