I'm of course terribly far removed, but I can't see it being so much that they're average or god awful musicians as that their process of creating songs is organic and turbulent, and those songs are often sloppy, gritty rock. The band usually takes the one of the first two cuts for a song that sound good and uses that as the master take, even if there are some slip-ups. Each band member has their own distinct style, and their influence on the genre as a whole is significant.
Worth noting that, essentially, they cut their early significant records with a guy (Oldham) who wasn't much of a producer, and then later excellent albums (It's Only Rock 'n' Roll and Some Girls) were produced by just Mick and Keith.
