Sgt. Pepper, hands down. Psychedelic was never the Stones forte, even though they did managed a few credible efforts (such as "2000 Light Years"). The Stones are essentially rock and blues, and after TSMR the band quickly returned to their roots. The Beatles were more pop-oriented, and given the quality of songs and incredible production values, Pepper was a pop masterpiece with psychedelic overtones of the day. TSMR seemed uneven with filler that watered it down. "See What Happens" was at best
a mediocre jam has all the hallmarks of an outtake. "On With the Show" was a weak closer that would have sounded better had Rudy Vallee tackled it. The other good songs such as "Rainbow", "Citadel", and "2000 Man" still make it worth listening to, but I find listening to "Pepper" all the way through much more satisfying. I wish the Stones would have included the prior single "We Love You" and "Dandelion" instead of the weak fillers.
