Depends on how you look at it. The band that became the Who - the Detours, was started by Roger Daltrey in 1959 or 1960 (depending on who you believe), and John Entwistle joined him around mid 1961 with Entwistle being the horn player, then Pete Townshend, who had been in another band with Entwistle, joined 6 months later playing rhythm guitar. A year after that the Detours' lead singer, Colin Dawson, left and Daltrey took over lead vocals and Townshend took over lead guitar, with Entwistle becoming the bass player. Keith Moon joined in 1964 on drums and that is when they changed their name to "the Who" and since then have accepted 1964 as their true start. I would agree they started before that, at least when Daltrey took over the vocals, or when Townshend and Entwistle joined up. But it's their bands and whatever time frame they look at as their starting date is what everybody goes by.
