Public Enemy deserves it because they were game changers and influenced people even I've heard of (you can debate if Rap is Rock, but I think it is).
You really believe they of all groups should be in the HoF and Rush shouldn't? Who the fuck in mainstream rock music, whom is better than average and who has made it big, have they influenced? The main thing is, as a hip hop/rap act, they flat out suck, and I do know my rap and hip hop pretty damn good. Rap isn't rock music, since it clearly isn't music, it's a form of poetry, whereas hip hop is a form of rock music, but I haven't heard a hip hop act yet that is batting over .220 rock music wise. I'd say Rush is more around a .275 hitting team, but as far as who have they influenced - come on 2000 man, you know what you just claimed isn't true. Rush has influenced pretty much every progressive rock band - and many metal bands, that came after them. The individual members of Rush have influenced many, too. I've heard of countless rock and metal drummers throughout the years who worship Neil Peart as a drum god. You must have heard this from these drummers too, even if you seem to think little of drummers. IMO, a good drummer in rock band means a lot! Plus Rush's drummer wrote all of their songs, too!
Bottom line is - Public Enemy has no business being in the Rock Hall, whereas Rush should be in there, even if others who are not in there (like Chicago, Deep Purple, and the Moody Blues, to name a few), should have made it in before them.
