Maybe on tour but he and the whole band wore makeup and some glitter well before that. remember "HYSYMB(Standing In The Shadows)" and the pictures in drag? You could argue that was one of the very first acts of glam, wasn't that in '67?. Then in the Jumping Jack Flash video in '68 the band wore heavy makeup.

You can more than make a case! The old Alice Cooper band was doing it before Bowie & Bolan. Their first album, Pretties for You, came out in '69. Ok, sound wise it was nothing like what the band and later solo Alice would sound like, but they did have that glam look by late '69. Alice was good friends with Jim Morrision who also was one of the first to be into that look (although not as much). Alice said that the band got the idea to wear makeup from the Stones '68 video.
