If rehabilitation forms part of the the U.S. criminal justice system, and Beausoleil after 40 years in prison, and eligible for parole, can be shown to be fit for release into society, then he should be. Of course as gomper has outlined, no Governor is going to commit political suicide by allowing it. Being 'high profile' means he will be treated differently than others who have committed similar crimes.
The Beausoleil case is a similar to that here of 'Moors murderer' Myra Hindley. No Home Secretary was ever going to agree to her release, it wouldn't have meant just the end of their political career, but more than likely would have cost their party at the next General Election.
