It was no secret that he was/is a con-man, and nonetheless people voted for him believing in his promises - even though he only alluded to what he would do at his rallies.
Irrespective of which personality disorder 45 has (does it really matter if it's narcissistic personality disorder, sociopathic personality disorder, etc?), he is intellectually unable to read and understand lengthy and complex policies, and I doubt that this is connected to his ageing process - he lacks the mental and emotional capacity to analyse complex situations and complex policies.
As for positive outcomes - when light is poured on the shadow, there's nowhere for the darkness to hide - there does seem to be more awareness of injustices, people are speaking out more, so perhaps some transformation and lasting change will occur (though I'm not too optimistic).
