People do not realise how dumb an idea this is!
But really, its kind of slipped by the general public completely. Ask the average person in the street and they don't know what its all about. But this new policy direction could make a big difference in the future. It might do nothing this year, or even next year. But eventually companies will take action to use the new non-neutrality in their favour. It could be subtle at first, but it will happen.
