The writer of the Washington Post article doesnt want Trump to win again. He just points out that its more likely than most people think. 2 of the last 3 presidents lost the popular vote so that could easily happen again. Also he says that with the trend to individualism and personalities the Trump opposition might find itself fragmented. The solid 32 percent Trump has is part of the group trump spoke about when saying..."if i went out and shot someone in the street theyd still vote for me". So 32 percent is not a bad starting point...and we know Trump can do surprisingly well in a campaign with the undecideds. The writers basic point is dont split the opposition vote next time or Trump will get a second term.
