I can not speak with any certainty if the Stones were or were not hippies, I was too young at that time. The only thing I can do is give, in hindsight, what my perspective is. It seems like the Stones jumped on whatever was going on at the time. Brian Jones seemed to be a leader who was willing to introduce and explore new things which gave the band a unique sound in the early days, but after that when Mick and Keith took over, it seems like the band was doing whatever was popular.
Psychedelic music became the "in" thing, so the Stones jumped on. Through the years they touched on glam, reggae, disco, rap, etc. After Jones left, or even before when it started with Satanic Majesties, in my opinion, Mick went with the "in" thing.
My point is, they probably were hippies for a time because it was the "in" thing, but I don't think it lasted very long. When I think of hippiedom I think of songs like Love Is All Around, Get Together and all those other peace and love songs. When I think of hippies I think of guys like David Crosby and Stephen Stills. People like Joan Biaz. Again, I am not saying I'm right about this. It's just my humble perspective.
