Why no "Brussels Affair" audio CD??

As most Stones fans know, The Official Rolling Stones Archive has been putting out these wonderful CD/DVD packages of past concerts like "From the Vault: Hampton Coliseum 1981"

And "From the Vault: The Marquee Club Live in 1971"

At one point the Rolling Stones Archive site released .mp3 audio tracks of the '73 Brussels Affair concert, but they never released a proper CD of the concert, despite the fact that many fans consider this to be the greatest concert the Stones ever put to tape. The archive site at one point released a ridiculously expensive box set ($750) of the Brussels gig. Both the .mp3 files and the box set are no longer for sale at The Official Rolling Stones Archive site:

I tried contacting their customer service dept., and it was if I was speaking English and they were speaking Mandarin. Does anyone on the inside know why the hell the '73 Brussels Affair gig has not been officially released on CD? Is there some legal hang up? I mean, if they can release a CD/DVD of the crappy 1969 Hyde Park performance with the idea that it would sell, why not a Brussels CD with great sound quality??
