In another genre of Pop music, such as the bodies of work by people like Frank Sinatra, Dean Martin, Sammy Davis Jr, and Ella Fitgerald, you had what was called an "arranger". And you had people credited, whether loosely or officially for the 'arrangement' or 'orchestration'. For example, Sinatra recorded All Or Nothing At all in 1939. But when he recorded it again in the mid 60s it had a different orchestration and arrangement. The sound was bigger, brighter, jazzier. But it was the very same song without question. Few would suggest that the changes heard that later recording of All Or Nothing At All constitute 'song writing' or composing.
What is a song in the context of popular music? It's basically a poem that is sung and there is a distinct, composed melody. After that, one can add drum fills, guitar work, layers of keyboard, backing vocals, and much, much more. But it is the came song.
But perhaps the style and culture of Rock and Roll is a bit different. If a guy like Mick Taylor contributes things that we would call an 'arrangement' or an 'orchestration' then you would figure this would be credited in some way. Maybe not as a 'song writer' but still some credit.
