I heard this story too, except that LA had nothing to do with this. It was written by Jones and Clark on a trip to the UK by the Byrds, the last tour Clark made with them, as he was terrified of flying and left the band after that tour for that reason - and this was the last song he recorded with them. Brian and he wrote the song together in the UK at that time, and told Clark to keep the writing credits for himself, and then after the song was recorded, McGuinn and Crosby's names showed up on the song even though - according to Clark, neither one of them had anything to do with writing it, other than one line was added in by Crosby. But it was really only a Clark/Jones song and about flying in a plane - and not about drugs.
