Yes, that's correct. Entwistle never pursued 6-string guitar, because as I understood him saying, he could not manage to form chords on it. He could play lead lines however, and his live bass rig was set up to sound much like a guitar and a bass playing in tandem. One stack was set to conventional low bass EQ, while the other had bass EQ turned down and treble all the way up. Combined, it's a snappy growling sound that breaks through the mix. In the original Who, everyone wanted to be the lead, so Entwistle for one did his part to keep the bass sound front and center. His aggressive style would not have fit in well with the Stones however, who were fortunate to have Bill (and Charlie) as a cohesive and no-nonsense rhythm section.
