Both. Sometimes together, sometimes individually, sometimes one more than the another. I don't have a way to measure who shone the brightest during the early years, although there is plenty of evidence to suggest that Brian's contributions were deliberately downplayed by ALO and the GT's in order to put Keith in a more favorable light. Yes, Brian had issues and vulnerabilities but when sharks (fueled by ego and personal financial gain) smell blood they quickly move in for the kill. Suffice to say that their presence, creativity, and synergy in the same band was one of the reasons that the Stones took off and remained a musical force while others fell by the wayside.
