You're right that the glimmers became the axis of the Stones. But they didn't do that until after Beggar's Banquet. Brian stopped shining for many more reasons than the fact that he wasn't a songwriter, but before his light did go out he did in fact "finish" and polish and quite simply "make" bunches and bunches of those songs Mick and Keith were beginning to write in the middle to latter part of the 60s. And let's not forget that a handful of those he actually did write, or co-write, and then got screwed out of the credit and recognition for it.
There's not a lot of point in trying trying to determine who shined the most but there is point in saying that just as the Stones would be nothing without the Glimmers they would just as equally--and probably just a little moreso--be nothing without Brain Jones.
