Yes, that's true; I've heard that before, so officially I've never had any true shepherd's pie, going by what the English call it. But in the U.S. it's called shepherd's pie regardless of what meat it's made with.
The people who made the shepherd's pie that was at the food bank just called it "Vegetarian shepherd's pie".
