To answer your other question, there are only a handful of places where pot tourists can go in Colorado and smoke with others in a bar, in Pueblo, and I believe in Boulder. The city of Denver is considering allowing this too, but haven't done so yet.
When Colorado passed this law, they took small steps at first - to make sure it would pass, and it did, and now it's time to make changes to it, as is being done. They just lowered the very high and outrageous pot tax they charge, just a bit, but they sill need to bring that down a lot more (it was 25% plus the normal sales tax, now I believe it dropped to 15%, but still that's way too high - no pun intended).
But when this law was passed by the people of Colorado, it was to please those of us who live here and we didn't have tourists in mind. They all came about as soon as it became legal, and there are many, many such tourists, called "pot tourists", and they only come for that reason. Hard to believe, there are so many other better reasons to visit Colorado, but the state will take whoever comes to visit and treat them kindly regardless as to why they visit. So in time, pot tourists bars will happen in some places, and in the meanwhile, the tourists who come for some legal weed are finding many places where they can still toke up anyway. For the most part, most cops here are cool with the new law, and they never really busted anybody for small amounts of weed here anyway - for many years before it was legal, as they already knew what the people here wanted when it comes to this harmless drug. We don't have the kind of asshole cops here in Colorado like they got back east where I grew up, other than I guess Denver does have a few of 'em. But overall, most of the cops out here are cool.
