I did some wiki research, and depending on who you believe, it looks like CH was worked on first and was the original. They say Brian actually worked on CH while it was in its early stages. HTW came very soon after though with Brian on guitar and then a short time later, his guitar parts were removed and Taylor added his guitar work.
Whether the Stones consciously used CH in favor of HTW on Let It Bleed..... I don't know. My guess is CH was already slated for the album and HTW was the single that kind of introduced MT to the world as a Stone? Even though he was on 2 tracks from LIB... HTW is the bigger splash I guess. Again...on this part I'm only speculating.
