You make a great point which was a pleasure to read. In songwriting Dylan has neglected the music side too often apparently confident his fine lyrics would carry the song just fine without anyone noticing the lack of focus on the music. I feel that is definitely the case with the studio version of 'Masters Of War', which I noted earlier. True also of many of his early folk songs. Yet Dylan has certainly demonstrated the ability to write great music during his career.
