This sounds like a typical Keith fabrication. I just cannot imagine a school-aged Keith going off somewhere with a pair of scissors and a chopping off his own hair in front of a mirror! Have you ever tried to cut your own bangs? Even as an adult? I did, once. Only once.
It would have taken Keith's mom about 1/30th of a nanosecond to realize that Keith's new haircut was not any hairdresser's doing. Besides, if you look at photos of Keith in the 60s, his hair is neatly trimmed. He definitely didn't cut it himself back then.
I also have a strong feeling that the photo of Keith cutting Charlie's hair (I think I have a similar one somewhere, involving Brian) was just for show. Teenaged girls, who were the band's main audience back then, would have lapped this up.
