Much of the report is being disputed I believe. I think Dick Cheney has described the contents as 'crap', what a surprise.
The answer to your question is of course yes, people were being tortured under the direction of the C.I.A.. Also, we have all seen the pictures of the degrading treatment,and read the accounts of torture being meted out by personnel of the U.S. armed forces in Iraq and Afghanistan.
What is likely to be the official response to this report? Well yes, some things that happened were maybe a bit over the top, but that was a rare occurrence. Mostly our methods were legitimate, and the information we gained thwarted hundreds of terror operations, and saved thousands of lives. Of course none of the specifics will be revealed to you or I, mainly because it's bullshit. Most people are aware, especially those who have been on the receiving end, that torture does not deliver reliable information.
So yes the United states is up to it's neck in torture, and so is it's faithful poodle the U.K.. The same treatment being dished out by the U.S. military to their prisoners in Afghanistan and Iraq, was being inflicted on prisoners held by the British armed forces. We know that U.S. rendition flights were re fuelling with the full knowledge of Her Majesty's Government, at British airports, as they flew their victims to the place of torture, or back to Guantanamo holiday camp, after it had happened.
I hope that this report sparks a much closer look at various British Governments' complicity.
