My best guess is that these are women who love the bad boys, may have gotten burned by them in the past and now can have a bad boy again and this time he is locked up and can't run around and burn her again! Some women see it as a challenge to get a bad boy and try to tame him. When they find out that they can't, they do stupid things like being pen pals (no pun intended, lol) with inmates.
