What would be the most thematically consistent and cohesive Stones album?

I mean, which album really works as one programmatic work?

I would submit that it might be Tattoo You. Tattoo You just all goes together beautifully and does everything that a Stones album is supposed to do. The sound is consistent, and to me the songs just all work together. The opening seems right as does the final song. It flows as much as it rocks and grooves.
