In places like Detroit it's more of a socioeconomic problem than a racial one. And yes, in an integrated environment these incidents are not likely to occur. I live in Boise where like Colorado there are no segregated ghettos, and folks in an increasingly diverse population get along just fine. Santa Barbara just experienced a major street riot precipitated by white college kids, with 40 people injured and major property damage. So the mob mentality knows no color barriers, and there are several predisposing factors. Back to Detroit, whether we care to admit or not, crime and violence are inevitable spinoffs of poverty and hopelessness. When the manufacturing jobs left that city, so did the economic base. The ones that still live there are bitter and resentful with not much in the way of opportunity to improve their lot in life. That is certainly no excuse for assaulting an innocent person, but in that particular environment social mores are non-existent, and a mob will quickly look for a likely target when bad things happen. Keep in mind that most of the violent crimes in Detroit are blacks perpetrating crimes on other blacks. And that culture gets passed on from generation, aided and abetted by street gangs and the local drug cartels they run. The unfortunate white person who was at the wrong place at the wrong time is the notable exception. If and when people have equal access to better education, housing, jobs, and a future for themselves, we'll hopefully see more Colorado scenarios and fewer such as Detroit. But it's not something that can be wished away as being merely racism or racist attitudes.
