"What's the New Mary Jane" was finally released on the Anthology 3 Lp. It isn't listed as a poll choice this week because it's far outside of the top 10 most voted on songs at the most disliked Beatles On-going poll.
Mankowitz did take that photo for OOOH, it came from the same photo session that the covers of 12 X 5 and The Rolling Stones No. 2 came from. As far as Keith being out front in the photo - in the 60s, the one Stone who was out front in band photos the most was Brian, so would that then be a problem for the same reasons you noted? Somebody had to be upfront.
I ended up voting for Blue Cheer's SB cover in the VS poll after looking at the 2 videos again. Just a better take of the song I feel by them, even if the Who's different live version's are excellent, too.
