Also, the band wasn't complete until January 1963, when Charlie joined, right? So they could do a tour in 2013 and still have it count as their 50th anniversary, right?

Well, Keith tried to say that a few months ago, but nobody brought it, since the fact is, their 50th is this year, not next year. It doesn't matter when Charlie joined, they were the Stones already before he joined up.
