I'd guess if it were serious he'd be letting the world know ......... unless he thinks it's nobody's business but his.
Perhaps, especially if they aren't in the middle of tour commitments. But he and the Stones were "less then honest" with his situation in 2006 that ultimately resulted in the postponing of the European tour that summer.
IMO if he's talking about touring in 2013, then neither he nor Mick would go ahead if they didn't think he could cope.
IMO Keith is always ready to talk about tours and performing. That is why his admission (not ready to go) earlier this year was so telling and shocking. I've reached a point were I only will believe it when Mick says it (touring or performing). Anything that Keith says, I find interesting but would also classify/dismiss as noise. Keith tells the fans what they may want to hear but Mick tells the fans what they actually need to hear.
And while I don't know for sure, I find it hard to believe that he has completely recovered from that fall and brain damage. I could believe he is now (almost) fully operational for the most part but I can not believe there are still some lingering effects. Who knows if it has impacted his playing abilities but I also would never expect him to tell us even if it had.... because he already failed to do so back in 2006.
