I might be way off, but somehow, I thought that Keith has been fully "cured" of his traumatic brain injury after recovering from his surgery. Then again, maybe not. What you have said only makes sense, as I can't imagine Keith giving up anything unless it's in response to a crisis (as what occurred with the threat of imprisonment in Canada in the late '70s that led to his giving up heroin).
For what it's worth, I saw Keith on Jimmy Fallon two years ago, and he seemed like his normal self. It made me think that the injury back in '07 was long healed. At the same time, he may never be "right" again after that injury.
Nonetheless, something just doesn't seem right about the Stones and their pushing back a 50th anniversary tour to 2013. It's got to be because of Keith and/or Ronnie's health that is precluding them from making something occur. That's my guess.
